How much people are earning in ADSENSE ?

This image shows how much people are earning through adsense every year.
It's good and clever that some people are earning much in adsense. But the best clever part of google is ,they will give you cheque only if we cross the 100 $. So as per their statistics 40 percent of the web masters money are still with Google ,which will take around 3 years for such web masters to get it back .

I have one question for Google ?
Do google follow the same way in ADWORDS ? that is they will collect money from the advertiser only after 1000 refers they make to them ?
